Heal ability for Consular

Suggestion: Heal
- Adding the Heal ability back to Consular role. (It is a reskinned Bacta Injector)

How will your suggestion benefit the server:
Currently Consular can only heal others using Group Heal. It takes tremendous amount of force energy to do this. This ability poses a few problems in certain scenarios.
-Sometimes those in active combat/taking damage end up getting healed too because they are in close proximity.
-It is inefficient using it to heal a single person.
-Wait time between two Group Heals is longer than Heal. (That is balanced for scenarios where Group Heal is supposed to be used but too punishing for single target heals.)
-It takes away from Consular's ability to support troops, as force power is also needed to block shots. Consular is a member of GM -A Breaching Regiment- and blocking incoming fire is even more pronounced and frequent for Consular.

High Consular Pothos of Jedi Council also agreed with this idea.

I believe as the primary support and main healer of Jedi Order, Consular deserves to have both Heal and Group Heal. Consulars are at the bottom of the engagement priority, as they are mainly expected to be behind the frontline/on the defensive. This has Consular maintaining troops more than any other Spec in the Jedi Order, so I believe they deserve to be able to maintain their duties as effective as possible.
